About PAUL BELLEGARDE:

Paul Bellegarde is a licensed lawyer (VA, MD and DC), real estate broker (MD and VA), law instructor (VA and others states), published author (VA and other), State Bar official (VA) and public speaker, with over 20 years of professional experience in the Mid-Atlantic Regional and Washington-Area markets.

As both a law-firm partner and an executive vice president and general counsel, he has encountered numerous issues related to real estate management, leasing, acquisition, development and construction. 

His combined transactional, litigation, public-speaking, executive-presentation and writing skills are particularly well suited to small and mid-sized companies that presently are unable to justify hiring their own, full-time in-house counsel, but nonetheless recognize and desire the benefits that can be derived from such a relationship. 
Experience highlights include:

• Executive Vice President and General Counsel for a large locally-based real estate services firm responsible for the company’s commercial real estate management and brokerage activities, as well as all legal operations; the company’s management and leasing portfolio comprised over 100 properties in the greater Washington metropolitan area with an aggregate property value of over $3 billion, and employed over 600 combined personnel at its company headquarters and in the field.  

• Partner with an 80-lawyer (now 95 lawyers) Washington-area-based law firm, where he maintained a substantial commercial and real-estate-related litigation and transactional practice, that covered a broad range of complex statutory and common law issues.  Paul's active caseload involved some of the region’s largest commercial and residential landlords, builders, lenders and brokerage companies.  Paul served as Chairman for several of the firm’s real-estate practice groups. 

• Licensed to practice law in Virginia, Maryland and District of Columbia, and has also handled cases in Delaware, West Virginia and California. Experience includes proceedings at state, federal and administrative levels.

• Extensive public-speaking/seminar-instruction/business-presentation experience - Venues include:
    
     -  2006 Annual Advanced Real Estate Seminar (Virginia State Bar) - Delivered a one-
        hour segment on improving contract drafting through application of various
        techniques gained through litigation and enforcement experience.  Received
        highest evaluation from attendees as “Best Speaker” at the two-day conference. 

     -  2008 Annual Advanced Real Estate Seminar (Virginia State Bar) - Delivered a one-
        hour segment on expedited relief and other complex enforcement remedies in
        Virginia.  Again, received highest evaluation from attendees as “Best Speaker” at
        the two-day conference.

     - Road-show presentation (and preparation) of materials to prospective equity
       partners nationwide, as part of a year-long effort (2004), through a nationally known
       securities firm, to obtain $100 Million of joint venture capital for programmatic real
       estate acquisition.

     - Seminars for various real-estate-licensing boards in various states.  I am currently
       licensed as a law instructor for the Virginia Real Estate Commission, and have also
       been licensed or otherwise “approved” as an instructor for the state real-estate-
       licensing boards of Maryland, Pennsylvania, Delaware, West Virginia and the
       District of Columbia.

     - Various conferences for national and regional trade associations and other
       organizations on matters of current-market or legal interest (see complete list of
       speaking engagements at the end of this resume).

• Published Author - Written several published works, including Real Estate Brokerage Law in Virginia, a comprehensive 50-page legal treatise, which is now Chapter 17 of Real Estate Transactions in Virginia, the State Bar’s 2-volume legal practice handbook - to this day, this chapter remains the sole state-approved practice guide on real-estate broker/agency law in Virginia

• Currently serve on the Board of Governors for The Virginia State Bar’s Real Estate Section, which is the second-largest legal practice group in the state.

• Licensed as a real estate broker in Maryland and Virginia and principal broker of my own commercial real estate brokerage company; this enables me to offer combined brokerage and legal services to various commercial real estate clients.

• Successfully passed Virginia’s combined 4-part, six-hour, Class “A” Builder’s License examination (for new construction); License approved by The Virginia Board for Contractors.
